The arpd daemon is already back in LFS. Dumping BDB means that the
IPRoute package installation would break.
Additionally, IIRC, BLFS is no longer going to list BDB as a dependence
(i.e. they assume it will be installed). Thusly, it is not a good idea
to give the user the choice not to install it.
