What degree of granularity can you create for the permissions?  For
instance, it might be useful to allow write perms on some pages to
selected groups, indeed you might allow self-registration so some
'comment' pages.  I assume this is possible, otherwise you wouldn't be
able to replicate bugzilla.  This really a question about how the pages
are groups and how permissions are managed.

If there was a decision to change the look/feel, is it as easy as
changing css on the website (maybe it is css) ?  (Not that I don't like
your design, but they all age, you know)

Does this increase the load on the server compared with a website +
bugzilla or, perhaps, decrease it?

All things being equal I think this looks like a good candidate for a
complete replacement (1), but it isn't my call.
