I'm not a ref but the answers are yes and yes.

The difference between Gerrard and Messi was that Gerrard didn't roll around
like he'd been shot after the challenge.

The ref could have deemed that the challenge was dangerous and given a free
kick (therefore pen) regardless of contact made. I guess he could also have
booked Gerrard for 'simulation', but still given the pen too.

The thing they need to decide is whether the victim was caught, and if not
if they were just getting out of the way of the challenge.  If neither and
they feigned contact it's a booking, but that doesn't negate the initial
offence of dangerous play.
