Well, why not the opposite: In the rear event that, say, a Lithuanian visitor wants to get the info not in Lithuanian but in some other language, say, English, he/she will select it from the language dropdown menu?
This is why, in my humble opinion, there is not need for this intermediary step. The redirecting to a native-lang page should be smooth.
Also, the assumption is made that the visitor will know English (as the message is in English). That may or may not be true with the probability of it being false quite high.
So the suggested way is better than no redirecting, but worse than unencumbered redirecting.
