Can someone recommend a way around this problem:

I have an ICD that I want to only queue if all members are busy. I do not want 
it to queue if nobody is answering (away from their desks). Basically, I want 
to avoid needing people to log in/out of the ICD. Im looking for some way to 
have a different overflow timeout for busy versus no-answer.

I was thinking a way to do this would be to use two ICD's, the first would have 
the shorter timeout, with the no-answer overflow destination be voicemail and 
the busy overlow destination set to the second ICD . The second ICD would have 
a longer overflow timeout and then overflow to voicemail as well.

Is there a better way to do this?
