Maybe look at monthly area code usage and set your route tables to send 
a/c 200-400 to co-1, 400-600 to co-2, 600-800 to co-3 and 800-999 to 
co-4.  move the borders to balance load.  not pretty, but the td doesn't 
support true circular hunting. true c/h wouldn't work either since it 
isn't based on time used.  at least this scheme could still pick another 
trunk if the first choice was busy.

good luck...   btw with linear hunt (no ars, just outgoing to first idle 
4-3-2-1) get two full rate lines for 4 and  3, then 500 min for 2 and 
1.  max your full rates, then buy more minutes as needed on the pay/per 
lines.  gather your smdr for a month to make a good plan.  you might be 
able to get close just looking at the total bill for several months.  
hint- if line 4 uses 400 min/day, line 3 will use 250, line 2 will use 
150.  It does follow a pattern-  next is "1/2 plus a little" of the 
previous, unless the top line(s) are maxed the whole day (480 min).  
trying to say a lot in a few words, if you look at an smdr total, you 
will see this pattern.

I grabbed a customer monthly summary so you can see the distribution:
