I am for the test with a standard single line phone with nothing else on the 
circuit. Test right at the NID. If the standard phone fails to ring 
normally, then it's a Verizon issue and I don't believe it's a good idea to 
try and fix their problem.  Once the client is shown that the problem lies 
with Verizon, then the issue is between the client and Verizon.
No reason any vendor should take the hit for Verizon's problems.
If the phone rings true, then it is the phone system vendors issue. But 
since you already replaced the system, it sounds like Verizon.
We shouldn't get into the habit of apologizing for Verizon's problems. That 
just makes you look bad.  Just be up front and offer assistance, such as 
meeting the Verizon service tech when they show up, but the bottom line is 
that the issue is between the client and Verizon.
