I would make a suggestion to simplify things.
Of the hundreds of systems I've installed over the years, no one has ever 
asked to make use of ARS (Automatic Route Selection).  While the system 
should be able to do just what you want, unless you really enjoy the 
programming part of it, you might consider another way.

You could put the lines into trunk groups such that co 1 is the first line, 
2 is the second line, and 3 is the third line for outgoing usage order. 
i.e. when you dial 9 or if the phone are set for preferred outgoing co 
selection, 1 is first, then 2 then 3.
Now just tell people that local calls should be made from line 3.
Since you only have 7 people/phones, they could probably manage that.

(Now if the majority of calls are local calls, then you could put co 3 as 
the first line selected, and tell people to use 2 for long distance.)

This would save a lot of headaches in trying to make the ARS work.
I realize there may be other good reasons for wanting the ARS, so I'm not 
saying you  "shouldn't" use it, just that it may be trickier than you need.
