Just for the sake of an argument, doesn't the T1 option on a KXTD require a
dual cabinet for 24+8 lines?
If it does, that's a lot of hardware to add a T1.

I got my LD down to 4.25 cents per minute, with no monthly charge and
something like 8.9% USF for interstate calls.  A $3K expansion buys a lot
of calls.
