It's been 25 to 30 years since I built that area of 211LF but if I interpret you saying a ply web over a spruce spar came loos under pressure it would indicate a bad glue joint.  I did multiple glue tests during building and each time when loading the sample the wood structure failed and never the glue joint.  I even applied glue (FPL 16A) to two surfaces and let cure and then without sanding glued these two glue surfaces together.  Again, the wood failed, not the glue joint.  Use a good / acceptable glue and clean joints and the joint should be stronger than the wood.
