I have a Rotec TBI in my Glastar, and it works the same way (this is
normal). At idle, the mixture will not cut the engine.
There are two ways mentioned by Rotec to shut down. One, simply turn
off the ignition like you would a car. Two, set the throttle to idle,
mixture to lean, and advance the throttle, which will cause the engine
to cut.
I use method two, fwiw.

Just leans it a bit. Anyone seen this symptom? Can you kill the engine
with the mixture? I also have a some roughness from 1000 to 1500 rpm.
Still diagnosing but I think it may be time for a rebuild as I believe it
has been on the plane since 2005. Had a few other minor issues but she
wanted to lift off at 60 so I stayed below that. Handling was easy and I
am ready to fly if I can get this Ellison issue figured out.
