Not wanting to "Me To" but even though my DAR was "Local" and holds what I 
believe is an "unlimited inspection authority" he could not issue the 
repairman's certificate and I had to schedule an appointment and make a 
special visit with the FSDO. They then reviewed my application, browsed my 
construction pictures and builder's log, before issuing the certificate. 
Unfortunately the rules vary from region to region, which defies any reason. 
In the past manufactures located/relocated based on that fact.

I had an "out of area" DAR do my inspection. Getting the "repairman's
certificate" required a trip to the area FSDO to make an application and
get approval.  I did that 11 months after certification when the annual
inspection was about due.  I'd suggest each (US) builder talk to their local
FSDO and see what will pass in their area.  It will have a great deal to
do with the opinions of the personnel at the local FSDO.  Remember,
you're dealing with the government here. :-)
