I had an "out of area" DAR do my inspection. Getting the "repairman's
certificate" required a trip to the area FSDO to make an application and
get approval.  I did that 11 months after certification when the annual
inspection was about due.  I'd suggest each (US) builder talk to their local
FSDO and see what will pass in their area.  It will have a great deal to
do with the opinions of the personnel at the local FSDO.  Remember,
you're dealing with the government here. :-)
