Neither member goes in until the vertical stab construction phase.  The N 
member is best left out so you can angle the edges so that the plywood shear 
web that supports the front vertical stab spar is fastened to will have full 
bearing on them.  It's a lot easier to do that once the fuselage is 
constructed and you can make actual measurements and get it dead on, rather 
than guessing now and having it wrong later (and having to angle them while 
in place).

This is one of many examples in the plans where having a crystal ball would 
be very helpful...
