I don't like to "me too" posts, but this one definitely deserves a "ME TOO". We get this question all the time and this really lays it out. I think we could take this Blue Book and add a few things to look for and a recommendation to get a KR builder or technical counselor to look at it, and we should put it on the KR-Net.
