Here in the US. It is NOT recommended to buy a project under construction without a builders log. The thing is you have to prove that 51% of the airplane by amateurs and without a log there's no way to prove. From what I've heard Canada has a much more stringent process. My opinion, do not buy it without a builders log. You're buying nothing but a problem.
