When I install that, the log says I need the cloudbees-registration plugin too. 
 So I installed that, and in my web browser I get the same "please register 
this instance" page I saw when I first tried installing things, but simply 
entering my login information there fails because it happens before I can login.

Selecting "Register Later" doesn't actually let me do anything unless I remove 
the license plugins I just installed, which is part of how I ended up in the 
half-the-plugins-installed state in the first place.

 

I finally realized that I can go to https://licenses.cloudbees.com and manually 
generate a license, and then paste in the key and certificate in the "I have a 
license" section of that registration page.  That let me get far enough to 
login, and then I was able to add a "CloudBees User Account" on the Manage 
Credentials page, and everything now seems to be working.

 

So, a few hiccups, but now I think everything is working.

I compared checksums on the jpi/hpi files, and I had version 3.7.   I installed 
the 4.0 version, but I still get errors like this in the log:

SEVERE: Failed Initializing plugin cloudbees-license
java.lang.IllegalStateException: No entitlement checkers, all licensed 
functionality disabled

However, I was able to update the Folders plugin anyway, and now I am able to 
move projects successfully.
