3.6 has required core 1.447.7
3.7 has required core 1.466.13
3.8 & 3.9 have required core 1.480.3

Depending on the core version you have, you may be being routed to an
update centre for the specific Jenkins version rather than OSS HEAD or OSS
LTS.

I am just going to check out update centre routing to see if it was not
updated since 1.447 extended support line dropped out of CloudBee's support
timeline
