For the cloubbees-license plugin, I see the jpi in my plugin directory.  It 
doesn't show up in the UI, but I have version 4.0 of the "CloudBees Free 
Enterprise Plugins" entry, so I'll try manually installing the new folders 
plugin.  (I'm using Jenkins v.1.523)
