For HttpShardHandlerFactory you pointed out, that is wrong it was ignored but
caller passed in empty attributes anyways. We could potentially move attributes
in SolrMetricsContext. Though I think some share a context but may have a
slightly different set of attributes on initialization and so you can't
initialize them all the same.
