SOLR-17458: Fix ref guide (#3772)

* `libs.version.opentelemetry.opentelemetry` reference needed to be accessed 
via a Provider like Lucene likewise.  Unclear why the other version references 
don't and can't be treated consistently.
* Remove Dropwizard version parameterization (it's on the way out).
* Remove 2 implicit handlers that no longer exist.
