I have a simple change for NOOP implementations which OTEL makes very easy
turning off all metrics collection. MetricsConfig has no use right now, but I
am thinking we keep it for additional configurability that OTEL provides. For
example, OTEL views for additional customizing and maybe things like giving
users ability to create custom histogram boundaries/buckets instead of the
default that histograms buckets. I'll start with the NOOP implementation.
