I could see randomly enabling metrics, then. I'm assuming that they have
non-trivial weight to them, which remains to be seen, actually.
RE initializeMetrics & Attributes: it's not documented enough as to what the
caller should do with the attributes; what it's for. At least the metrics
context is self evident, as it's the source of metric instrucments. Even if we
choose to move the attributes to the context, it's still unclear what it's
{*}for{*}.
