I think a next step is to completely rip out SolrMetricReporter. Thus remove
exposing internal Solr metrics to JMX, logging, and Graphite. I also see a
related SolrReporter for using Solr as an aggregator of metrics. These have
ref guide pages to remove. Eventually some JIRA house cleaning will be needed
to close any open issue (such as SOLR-15905) as "Won't Fix".
