This would open them up to a libel/slander suit SO fast that no manager can 
*afford* to give a negative review in the US these days even when it is 
warranted. It is generally the practice to confirm only the dates of 
employment.

Furthermore, most of the things employees get blackballed *for* seems to be 
exercising their rights as defined by law....

Up until recently, it was against the law for a former employer to say that 
a worker was not a good employee, and to give reasons.  This was backed by 
slander laws.  This is no longer the case.  If asked, and employer can say, 
"So and so did not perform to the standards of this company, etc....and give 
reasons as to why they would not rehire.
