       They are different. 
   First,
   XXX Reducing/Aggregating State, reducing is quite obviously an adj-noun;
   
   while
   
   DelegatingStateBackend, I can not tell it is an adj-noun or action;
   
   Second,
   I can also give a counterexample as map state; list state and value state.
