Before the merge RFC can be considered for voting, I think it is critical that you provide a comprehensive migration guide highlighting the changes required from core developers. This means https://wiki.php.net/phpng-upgrading should be completed to reflect all changes. It is only then that we can vote with knowledge of how much this big patch affects the codebase.
