Qt is great if you want to integrate your application with a C++ code, and also easy to program for a C++ developer. GUI you'll get with this is similar to that of KDE. Qt requires you to have some understanding of it's signal and slot architecture, and will take time to learn.

But as you want to develop a small GUI for invoking your commands GTK is also a good option. It's faster to develop with Glade and easier to write code for different actions.

There are still some other options for this, like if you want UI like Dos games, you can use Vgagl library.

Motif or X window library also give u C library.

Personally I think GTk will be best for the application you want to develop.
