11 is the code for delhi. 91 is the international code for India. So a phone
no. in Delhi would be +91-11-xxxxxxx, while for Mumbai it would be
+91-22-xxxxxxx

The + signifies whatever code you have to dial for an international call
from your country / Telecom.

Actually we have to dial 0 for STD dialling and 00 for international call as
for the moment. That is why some intelligent people write their nos as
0091-11-6285911.
