Incidently my pathetic cable operator also uses 24online. I have a
(beta?) linux client for 24online myself - a binary one to be precise.
The linux client is horrible, it exits if there is any problem on the
wire, so you have to manually restart it everytime. The only way to
automate it is to use Expect which I still haven't fathomed.

24online does have a mac address binding option but for some insanely
vague reason even my operatorwalla doesn't use it.

As far as I had understood, 24online is mostly structured around squid
itself. Bandwidth choking(where a fixed bandwidth is allocated to
every subscriber regardless of whether any other subscriber is
online), traffic log, etc. are all based on squid itself.  But then
maybe not, regardless of the time of the day I never get over 16kbps
while FTP either.
