One of the things I wish DMARC had done early on is to strive to include
MLM developers and operators in the discussions. That didn't happen, and I
imagine those people are feeling a bit like they've been pushed all over
the map by this work for the past N years. If we had involved them in
DMARC early on we might be in a far better place than we are today, rather
than having one segment of the pro-DMARC world seeing MLMs as part of the
problem. Mea culpa for my part in the myopia of that momentum back then.

So if we're going to produce such a document, I would insist that MLM folks
be much more involved or at least consulted. By the time this group gets
that far, I won't be an Area Director anymore, but if I'm going to co-chair
it[1], I'll lean strongly that way.

I don't think it's a big red flag to include this in the charter now -- the
original DKIM working group produced RFC 6377, after all -- but there's
also the argument that what we have in the charter now is plenty for
starters, and rechartering is not a very expensive process. What do others
think about this particular point?

[1] This seems highly likely since, as I'm on my way out, the rest of the
IESG has threatened to make me chair any new work I start up.
