To all of you who replied, thanks. Sorry for not responding sooner. Set FileZilla debugging to 4. Nothing special shows for the default 20 second timeout failure. Same for FZ's automatic retry.
Tried FTP from the Windows command prompt. Same timeout problem. Ran the netstat -n command while FZ while trying to connect. I assume this is normal: TCP 10.0.0.9:58915 ***.**.**.***:21 SYN_SENT (I asterisked the IPA). Checked z/OS FTPSERVE parms and startup messages. Nothing changed.
