Have you tried other clients (e.g. TN3270, telnet, ...) I assume that when you tried FTP from Windows, that you don't get any prompt or message (e.g.userid prompt).
Have you tried using the IP address to bypass DNS translation. Maybe the name is not found or the IP address is wrong. Have you tried using all z/OS IP address assigned to z/OS? Maybe VIPA, DVIPA or ... has been implemented as part of the network strategy. Have you compared TRACERT from Windows and from z/OS? Don't waste too much time on this if they don't match because routing tables may cause alternative paths to be used. This is simply to see if there are any clues.
