I was going to chime in that a "programming language" must have at least that: conditional logic. Phil initially asked if looping is required, but conditional logic along with branching quickly gives us looping. IT MAY BE that to qualify as a "scripting language" does not require conditional logic. Until this thought, I would have considered any scripting language to also be a "programming language".
