IMHO your problem is unrelated to zPDT, it is just a erroneous definition.
Reason:
When you work with HCD you define something which may or may not be close to your physical setup. Just imagine you have four z16 machines and dozen of D8K dasd boxes. And huge FICON directors. You can work with such definitions, however it cannot be activated without the equipment. But in your case the HCD warns you the definitions are simply wrong. It doesn't matter whether your hardware is real or emulated.
