What was in the proposal and what was in the contract? If they didn't deliver what they signed off on, then you have legal recourse, but if your purchasing people changed it then you're SOL.
That reminds me of the time that we ordered a tie line and purchasing changed it to a leased line because it was less expensive, without concerning themselves over whether it would work.
