I used z/OSMF on a z13s from 2018 till the end of 2022. Since then it's on a z15 T02. I have not found performance to be an issue. It was really bad in the early days before it exploited Liberty Profile, but much better after that.

Possibly IBM should not sell processors that are under powered for the mandatory processes, or possibly not force sites to upgrade the processor they purchased jsut because IBM has decided that z/OSMF is "easier" than Serverpac. It would have been smarter for IBM to keep z/OSMF based installation optional until the z13s was no longer a supported processor.
