It provides the interface; the host has to initialize it and provide
supporting code.

That wouldn't make a lot of sense, because it's the host that call
REXX in the first place. What would it mean to cancel, e.g., address
ISREDIT in the middle of an edit macro?

I'd say that IBM-MAIN is more appropriate than TSO-REXX when you're
talking about more than just TSO.
