Policy files, inculding promsies.cf, do not get downloaded to the client.  The 
client downloads them from the policy servers.  This is an important 
distinction.  See here:

As I said, later versions do not require this. They must have removed it.  I 
spoke from experience, that sometimes it is safer to restart.  I do this in my 
own failsafe.cf files.
