I believe newer versions of Cfengine (3.3.?) will notice changes in cf-execd's control body and reread automatically. I like to have it, and all Cf daemons, restart just to be sure. This is not difficult. Cfengine policy can handle this automatically. See failsafe.cf for more information. There is no central management in terms of command and control.
