Perhaps it's semantics, but the central authority does control the clients ... via promises.cf. The promises.cf file does get downloaded to the clients, but the change to the schedule specified in it doesn't take effect until I restart cfengine3. I see promises in failsafe.cf that start CFEngine's processes, but none that re-start them. My 3.3.5 installation doesn't restart CFE on the clients if promises.cf changes. Thanks...
