Subject: Do I really have to restart cfengine3 after changing promises.cf?

I'm running cfengine-community 3.3.5 on CentOS 6.3.

I've found that when I make changes to some things in promises.cf, I have to do 
a "service cfengine3 restart" for the changes to take effect.

Examples:

In "bundle server access rules ()" in the "access:" section to grant access to 
directories on the hub.
In "body executor control ()" to change the value of "schedule".

So... if I want to change how often cf-execd runs cf-agent on my clients by 
changing promises.cf on the hub, I have to restart cfengine3 on each client?!  
This seems to defeat the philosophy of a centrally managed configuration engine.

... or maybe I'm confused?  ;-)
