FWIW, I'm all for sexy new features / functionality as long as it doesn't break 
backwards compatibility.   This, I think, will actually help folks that have 
issues with "normal ordering" problems.  (i.e. why isn't X happening before Y 
in my policy)

Yes, classes do what we need, but, I think there's some value to having this 
added as well.  The only somewhat sketchy thing I see about this is that handle 
now actually becomes relevant.  I've been using "handle" to more or less 
document / place comments in my code for policies.  Now, its actually 
significant.  

It really wouldn't matter, as this is a new feature and nothing in my current 
policy would "break", but it would be a change for us from using handle as a 
comment field to actually being a relevant piece of policy now.
