WebSVN was attractive in my situation since we needed a straightforward way to display an SVN repository online. It was simple to setup, and attractive to look at. It does *not* offer full-blown page management--that's not the point. IMO, it would be useful to to view, say, the cfengine source code, or submissions to whatever contributions library is generally agreed upon. It's not useful for posting snippets and non-code webpages.
