I'm using:
mingw32-make clean
mingw32-make

Never use 'all', but could also work.

You can use 'set HBMK_OPTIONS=-trace'

If my diagnoses seems false, I hope someone will send 
a better one. Anyhow it doesn't seem like a malfunction 
in Harbour.
