cannot frequent the forum, but I'd suggest not move
development related discussions there.
Of course opinions are welcome, it's just my 2 cents.

+1
As a hobby *user* I hate to cause "noise" in this list, but have found it the only way to ask for help in the past. I would suggest that only a "User" forum be created where users can make as much "noise" as they want without feeling guilty about disturbing the work flow on the developer mail list. As long as the developers keep an eye on the forum and help out as time allows then it will be a great resource. I would also suggest closing the user mail list if possible which seems dead and gives a bad impression, as it will be replaced by the forum.
My 2 cents ;-)

Agreed with the closing of user mailing list (and also
removal of reference from our homepage), but before
we do so I'd like to make sure the new forum is properly
usable for real users, f.e. without an sf.net login.
Such forum should be open for everyone to register.

For me it looks like sf.net hosted engine isn't open
for everyone ATM, which is a pity. I'm not sure though
whether this is part of the concept or just a
temporary state which will be fixed.

AFAIK it is also possible to install phpBB under the:
http://harbour-project.sf.net/forum/
link (or anywhere inside our sf.net hp), but in this
case we must do the installation and maintenance.

Brgds,
Viktor
