I think it would be better to not think of a GCD as simply a "developer's issue". The developers certainly have more of a say, given that they are also users. However, having some representation from users would be desirable. There's value in GCDs being announced on a list that's distinct from guix-devel and one which users may be able to subscribe to without being inundated with other developer-only discussions. Whether it's info-guix or a new list is, IMO, less material. -- Suhail
