There probably IS a GTK file that is part of the standard configuration, but user configurations will override those settings. That is why you can safely create your own file and copy it to the user configuration area. You don't want to change the default GTK that is provided by GnuCash because subsequent installations will erase your change.
Just as an aside, many operating systems and applications have a two-tier or maybe thee-tier (and more are possible) configurations: They will first load a "default" configuration (one that comes with the app/OS). They will then load a user configuration, which will override the default configuration. This is a two-tiered approach. Some things also have a default config, a system config, and a user config. You don't have to replace the entire GTK file -- just the one line of text for your user configuration. It isn't coding to create a text file and copying/pasting the data into it. Best wishes!
