For example `Closes #123` indicates that this PR will close issue #123. --> - Closes https://github.com/apache/datafusion/issues/13704 ## Rationale for this change Determining what is the "correct behavior" comes frequently deciding how a function should behave and there is disagreement across implementations (e.g. postgres does something different than spark and/or duckdb) This happened most recently here with @comphead and @jayzhan211 and @Kimahriman in https://github.com/apache/datafusion/pull/13683#issuecomment-2526344085 ## What changes are included in this PR? 1. Try and document what the current behavior is (please double check me here) ## Are these changes tested? By CI <!-- We typically require tests for all PRs in order to: 1. Prevent the code from being accidentally broken by subsequent changes 2. Serve as another way to document the expected behavior of the code If tests are not included in your PR, please explain why (for example, are they covered by existing tests)? --> ## Are there any user-facing changes? New docs page. In my mind this doesn't change any semantics or policy, it simply documents the current reality.
