I agree with you that Justin should have pinged you before bumping; I also happen to think the way you phrase your email is not really conducive to a conversation. I think you could have started by asking Justin privately to next time please ping you (if it was his first "offense"), and only raise a stink (your email was pretty matter of fact -- which also makes it look quite hardass -- I think softening your tone could help quite a bit) after repeated offense.
